HTML Expression

How can I make a HTML content Expression? Text in HTML format fails and it has no settings to on/off html.

Also I cannot find this > https://documentation.flowable.com/design-user-guide/3.1.0/533B-html-display.html in my Form Component list (is it part of enterprise?)
