How to access flowable-admin's some pages without log-in?

I want make make some pages accessible without log-in,such as process-instances.And other pages can’t be accessed without log-in.Now,I overwrite flowablecookiefilter,then I find every site’s request is http://localhost:9988/flowable-admin,because of ‘#’ in the url,so I can’t filter it.Can you give me some advice about how to realize the funciton?
